Raymond W. Hersh, 59, died Monday at Joseph Richey House here. A U.S. Air Force veteran of the Korean War, he was chief of administrativeservices for the U.S. Department of Housing and Urban Development. Survivors include sons Stephen W. Hersh and Thomas D. Hersh, both of Westminster; a daughter, Jayne L. Bowersox of Westminster; a brother, Richard Hersh of Pennsylvania; and four grandchildren.
